Representative McFadyen called the meeting to order. A quorum was present. Representative DelGrosso, prime sponsor of House Bill 10-1173, discussed the merits of the bill. The bill would provide that late registration fees could not be imposed for any portion of a calendar month in which a temporary plate expires and authorizes county clerks to waive late registration fees for extenuating circumstances beyond the control of the vehicle owner. Representative DelGrosso, citing that other bills have been considered to reduce or waive late vehicle registration fees, asked the committee to postpone the bill indefinitely.

Representative McNulty, prime sponsor of Senate Bill 10-015, discussed the merits of the bill. The bill would change from 18 to 16 and one-half the age at which a minor is required to obtain behind-the-wheel training to obtain a driver's license.

The committee returned to order. Representative McFadyen, prime sponsor of House Bill 10-1113, discussed the merits of the bill. The bill would designate the Colorado State Patrol as the enforcement and permit authority for Colorado's ports of entry (POE). A handout was provided to committee members (Attachment A). Representative McFadyen provided background on the Colorado ports of entry (POE).
