12:22 PM -- Presentation of Senate Bill 10-207

The committee was called to order. A quorum was present. Representative Max Tyler, sponsor, and Representative Claire Levy, co-sponsor, presented Senate Bill 10-207, which authorizes the state to enter into lease-purchase agreements to finance capital construction projects proposed by the Governor's Energy Office in order to improve the energy efficiency of state facilities. Representative Levy said that many people in the private sector use Energy Service Companies (ESCOs) for these types of projects. In response to a question, Representative Tyler explained how energy project savings can be quantified. Discussion ensued. Representative Tyler next answered questions about project oversight and the use of energy audits to measure fiscal and energy savings. Representative Levy added that energy audits are also conducted in order to identify the most cost-effective projects before moneys are awarded.
