11:50 AM -- Department of Military and Veterans Affairs

The committee was called to order. The committee chair dispensed with roll call. On behalf of the Joint Budget Committee, Representatives Lambert, Pommer, and Ferrandino briefed the committee on the budgets in the Long Bill for the state agencies over which the committee has oversight. Representative Lambert first briefed the committee on the budget for the Department of Military and Veterans Affairs. Representative Lambert responded to questions regarding funding for new armory construction in the upcoming fiscal year, and the source of funding for these projects. Discussion ensued regarding the department's operation and maintenance costs, and the location in the Long Bill where the funding for the new armories is found.


11:55 AM -- Department of State

Representative Lambert briefed the committee on the budget in the Long Bill for the Department of State. Representative Lambert responded to questions regarding the source of funding for the department's programs, and the effect of the volume of initiative petitions filed on the department's budget for elections in 2010. Discussion ensued regarding fees assessed to Colorado businesses that are used to fund the state's share of costs for elections, and other potential sources of funding for these costs.












12:01 PM -- Office of the Governor

Representative Lambert briefed the committee on the FY 2010-11 budget for the Office of the Governor. Representative Lambert provided an overview of budget changes between FY 2009-10 and FY 2010-11, noting in particular budgeting changes for the Office of Information Technology. Representative Lambert responded to questions regarding personnel changes within the Office of Information Technology as it moves to the Office of the Governor, and the physical location of these personnel. Representative Lambert discussed the committee of reference for the Office of Information Technology, and responded to questions regarding reductions in personnel for the office. Representative Lambert then briefed the committee on the budget for the Office of State Planning and Budgeting, and the offices of the Governor and Lieutenant Governor in general. Discussion ensued regarding the impact of the Lobato lawsuit on the Governor's budget, with Representative Lambert providing background on the lawsuit. Discussion followed regarding budget reductions for the offices of Governor, Lieutenant Governor, and State Planning and Budgeting for FY 2010-11.

Discussion continued regarding budget reductions for the Office of the Governor. Discussion turned to budget changes for economic development programs, and the reasons for the changes. Discussion followed regarding the function of certain jobs promotion programs funded in the Long Bill.
