Representative Acree, prime sponsor, presented Senate Bill 10-053, concerning the exception of weighted votes from the voting requirements governing the board of directors of a metropolitan sewage disposal district. She explained that, under current law, any action of a board of directors of the Metropolitan Wastewater Reclamation District must have the approval of a majority of board members present, and voting requires a quorum to be present. Senate Bill 10-053 is a clean up bill to provisions in Senate Bill 07-028, which modified representation on a metropolitan sewage disposal district board that has 11 or more member municipalities from one representative for every 25,000 people in the district to one representative for every 75,000 people. Representative Acree explained that Senate Bill 10-053 would allow weighted voting for metropolitan sewage disposal districts, in accordance with bylaws of the district, applicable resolutions of the board, or other laws or rules governing the procedures of the board.

Mary Dechant, Metropolitan Wastewater Reclamation District, testified in support of the bill and addressed questions from the committee concerning how board members are appointed to Metropolitan Wastewater Reclamation District. She explained the need for weighted votes on the district board.
