11:36 AM -- Senate Bill 10-122 - Concerning the Capital Finance Corporation


Representative Weissmann, prime sponsor, explained that Senate Bill 10-122 was recommended by the Executive Committee of the Legislative Council. It abolishes the Capital Finance Corporation, the state's lessor in the master lease program. He closed by saying that the corporation's power to execute documents related to existing lease purchase agreements is transferred to the executive director of the Department of Personnel and Administration (DPA).

11:40 AM -- Senate Bill 10-059 - Concerning an Income Tax Checkoff Program for the Colorado D.A.R.E. Fund

Representative Ryden, prime sponsor, explained that Senate Bill 10-059 creates a new income tax return checkoff to collect donations for Colorado Drug Abuse Resistance Education (D.A.R.E.), a statewide nonprofit organization. Colorado D.A.R.E. provides training resources, communicates with local law enforcement departments, and serves as a liaison between D.A.R.E. programs in Colorado and D.A.R.E. America, the program's national organization. Representative Ryden distributed a handout on the D.A.R.E. program (Attachment B).

11:46 AM --
Ms. Stacey Howell, El Paso County D.A.R.E. Program, testified in support of the bill. Ms. Howell began by saying that the D.A.R.E. program has experienced funding cuts. She noted that it was the second largest program in the state behind the Aurora program. Ms. Howell said the El Paso County program includes 21 schools and provides services to over 20,000 students. The committee discussed the need for the checkoff mechanism in the legislation. Mr. Howell noted that the checkoff will help bring the program back to its full capacity. She closed by urging the committee to support the legislation.

11:52 AM -- Ms. Peg Ackerman, County Sheriffs of Colorado, testified in support of the bill and noted that the bill is extremely important to the association.

11:59 AM --
Mr. Gary Livingston, Colorado D.A.R.E. Program, testified in support of the legislation and discussed the inception of the program in 1984. He noted that the program is offered in 43 countries other than the United States and is updated on a continual basis. Mr. Livingston closed by saying that the program is an American icon and urged the committee to support the legislation.

The committee engaged in a brief discussion on the bill.
