11:30 AM -- Senate Bill 10-208

Representative Acree presented Senate Bill 10-208 which eliminates the current statutory requirement for community centered boards (CCBs) to establish a Referral and Placement Committee (RPC) for persons with developmental disabilities receiving services through the Department of Human Services. Representative Acree stated that the bill was a result of a study associated with how the department could streamline services. The study recommended that for purposes of referral and placement, the Interdisciplinary Team could serve as the RPC. A handout in support of the bill was provided to the committee (Attachment A.)

John Miles, Department of Human Services, spoke in support of the bill. He stated that the bill eliminates duplicative efforts by the department. Mr. Miles responded to Representative Primavera's question regarding the composition of the Referral and Placement Committee and the Interdisciplinary Team. Mr. Miles described the study that was conducted to evaluate how to streamline services provided by department for individuals with developmental disabilities.

Representative Riesberg presented Senate Bill 10-217 which removes the reference to the National Database of Nursing Quality Indicators from the quality measure for registered nurse education and certification used by the Colorado Hospital Report Card.

Janet Stephens, Colorado Hospital Association, spoke in support of the bill. Scott Anderson, Colorado Hospital Association, testified in support of the bill. Mr. Anderson stated that there were seven quality measures included in Senate Bill 08-196 which created the Colorado Hospital Report Card. He stated that one of the quality measures is the nursing quality indicator. He stated that these indicators are proprietary and require each hospital to pay for the data. He stated that Hospital Report Card can develop an alternative measure to report this information. A handout in support of the bill was provided to the committee (Attachment B).
