The committee considered House Bill 10-1274, sponsored by Representative Schafer S., for action only. The committee previously heard witness testimony on March 8, 2010. Representative Schafer recapped previous committee discussion on amendment L.001 (Attachment A). She also discussed the meetings she has held with various stakeholders to address concerns with the bill. She reviewed amendment L.002 (Attachment B), which amends amendment L.001.

Representative Massey asked why L.002 removes the language around "deemed risk", making that provision more vague than it was before. He noted that school administrators testified in support of the original language. Representative Merrifield explained that the school administrators are comfortable with the new language.

Representative Murray asked about the status of foster children under the bill. Representative Benefield explained where the language removes the foster care children. Representative Peniston raised concerns if the change of language in the amendment will still allow schools to proactively work with these students that fit these categories.
