01:35 PM -- Update on Fundraising Efforts for Dome Renovations

Mr. James Hare, Executive Director of Colorado Preservation Inc., came to the table to update the committee on efforts to raise money for dome renovations. Mr. Hare reported that his organization has raised $50,000 from a corporate sponsor and would like to hire a professional creative marketing group to handle marketing for the project. He indicated that he interviewed three firms to handle the marketing and that Creative Strategies Group was chosen.

Mr. Hare provided two handouts: a letter to Mr. Bruce Erley of Creative Strategies Group containing information about the dome, the needed funds for its renovation, and the scope of services being sought (Attachment B) and a letter from Mr. Erley outlining Creative Strategies Group's proposal (Attachment C). Mr. Hare said he was seeking a recommendation from the committee about the type of fundraising efforts that could be undertaken.

Mr. Hare reminded the committee that he came before them in July of 2009 to discuss a fundraising effort to raise money for the needed work on the dome that the state was not in a position to fund. He said the target is to raise $15 million. He explained that a firm was called in from Utah to look at the estimate of dome repairs prepared by the Office of the State Architect, and that firm agreed that the estimate was on target. Mr. Hare explained that the project would use cause marketing -- affiliating with and selling sponsorships to corporations. He explained that a similar fundraising model was used to raise money for the renovation of the Statue of Liberty. Mr. Hare talked about using the scaffolding as a bill board of sorts to display corporate sponsors and a visual of the dome during different times of the day. He said he believes such displays would be viewed in a positive light by the public because it would show that taxpayer dollars were not used to restore the dome.

Mr. Hare said he would come back to the committee with an initial proposal from Colorado Preservation, Inc. and he asked that the committee give its approval to move forward with the initial stages of the project.

Senator Bacon expressed a discomfort with using corporate logos on the scaffolding around the dome, but said the critical nature of the needed dome repairs makes the idea worth exploring. Senator Bacon said he would support the proposal with the Capital Development Committee, but reminded the committee that many other people would have to be comfortable with the idea. Representative Weissmann said he would need to mull over the idea and expressed discomfort with the idea of billboards. Senator Bacon suggested corporations advertising "proud sponsor of..." and an image of the Capitol dome in other types of advertising. He talked about the importance of making the fundraising effort a statewide effort.

Mr. Hare said he expects a major grassroots campaign in addition to the corporate sponsorship. Mr. Hare responded to a question from Mr. Weingardt about the target amount of $15 million, saying the full cost and scope of the restoration is not known. Conversation on this topic between Mr. Weingardt and Mr. Hare ensued. Ms. Contiguglia clarified that the $15 million estimate was based on work done by the company on other capitol domes. Ms. Nunnally expressed support for thinking "outside the box" and going forward with the idea if it might bring in the needed funding to make the much-needed repairs to the dome.

Ms. Contiguglia asked for a written proposal from Creative Strategies Group. Mr. Hare explained that he is at the beginning of the process and that going forward there would be a major notebook with proposal information, and he clarified that nothing would be done without the approval of the committee. Representative Weissmann expressed his concerns around displaying corporate logos on the building and suggested another strategy would be better. Ms. Sill suggested displaying logos at ground level rather than at the top of the building. Mr. Hare responded to her comments, talking about different forms the messages could take.

Senator Bacon said Creative Strategies Group will provide options and strategies from which the committee can choose. Mr. Hare clarified that the billboard idea is under consideration but there are other options. Ms. Nunnally said there needs to be a slogan and logo that could surround the workspace. Mr. Hare said a press release put out over the summer used the slogan "bring it home for the dome." Mr. Hite commented on the tasteful display on the scaffolding around the Washington Monument when it was under restoration. Mr. Weingardt provided background information on that display.

Mr. Lee said he favors thinking outside the box to raise money for the project. Ms. Eddins expressed concern about people thinking that elected officials and staff in the building were bought by a corporation. Ms. Contiguglia asked that Creative Strategies Group to come back with a concrete proposal with options for the committee to consider. She explained that is important that there is not the appearance that state government has been bought by anyone, that any displays be in good taste, and that displays be captivating to the audience. Mr. Hare said he would bring an outline plan from which decisions can be made about where money should be spent.

Mr. Hare said the nomination of the dome to the most endangered places list will be announced on Thursday, February 4, at the Saving Places Conference.

Ms. Contiguglia asked for a time frame for the campaign and work on the dome. Mr. Hare said the revenues need to be secured before work starts and he stated he would work with Office of the State Architect on the time line for renovations.

02:05 PM -- Update on Placement of Enos Mills Statue

Senator Bacon told the committee of a proposal by Mr. Ken Ball to raise money to place the Enos Mills sculpture in front of the Legislative Services Building. He explained that work is being done on a vault housing electrical infrastructure in that location, and Mr. Ball had suggested that the Enos Mills sculpture could be placed there when the vault work was completed. Unfortunately, Senator Bacon said, the vault roof will be unable to support the weight of the statue. Senator Bacon told the committee that he asked Mr. Ball to raise the money to place Enos Mills at Lincoln Park, which is the location originally planned for the sculpture. He said he thought this was a possibility because Mr. Ball indicated he had donors lined up to place the sculpture at the Legislative Services Building. Senator Bacon suggested Mr. Ball be contacted again to gauge his interest in raising funds to place the sculpture in Lincoln Park. Ms. Contiguglia explained that the cost to cast the sculpture would be about $55,000, not including transportation, mounting, and base.

02:09 PM -- Update on Damage to Rose Onyx

Mr. Lee explained that the marble had been surveyed and the damage photographed. He said Capitol Complex has asked the night cleaning crews to keep the cleaning machines at least three inches from the base of the marble. He said moving of furniture, as well as carts have also caused damage. Mr. Lee described the estimate for repairs, which is $40,090.00 and approximately 422 hours of repair work (Attachment D).

Ms. Contiguglia asked whether annual maintenance money exists that would allow the repairs to be made over time. Mr. Lee said he would discuss options with the Division of Central Services, but the project does not rise to the level of controlled maintenance. Ms. Contiguglia asked Mr. Lee to discuss this within his department and come back to the committee with an update. Mr. Lee said he would discuss priority of need. Mr. Lee responded to a question from Mr. Weingardt, saying the repairs do not fall in the category of regular maintenance. Conversation on this issue between Mr. Weingardt and Mr. Lee ensued. Ms. Eddins explained that agencies pay for projects such as new carpet out of their own budgets. She also explained that the marble has deteriorated over the years. Ms. Sill commented on maintenance required on soft stone. Ms. Contiguglia suggested the State Historical Fund might entertain funding the restoration of the rose onyx if there was some match in funding by the state. She asked Mr. Lee to check into this possibility. Mr. Lee explained the money for maintenance comes from reappropriated funds, and further explained that tenants in the Capitol do not pay rent like other departments do.
02:17 PM -- Update on Building Projects

Mr. Lance Shepherd, Office of the State Architect, came to the table to speak to the latest report on the condition of the dome (Attachment E ) . He said the stop-gap measures on the dome are no longer effective and the deterioration is accelerating.

Next Mr. Shepherd updated the committee on the elevator project, saying padded carts have been obtained to help alleviate damage.

Mr. Shepherd next provided an update of the lighting project. He explained that the scaled-back project includes security lighting, dome lighting, and lighting controls. He noted that savings in electricity off-set some costs of the work. The committee discussed the exterior lights, which can be turned off manually.

Mr. Shepherd talked next about repairs to stairs on the outside of the building and said damage continues to occur due to parking near the west steps.

Finally, Mr. Shepherd provided an update on the ground source heating project, saying the project will start this summer and be complete by the start of the 2011 legislative session.


02:22 PM

Ms. Contiguglia asked if there had been any action taken on changing the event permit process to address parking on pavers on the west side of the building. Mr. Lee said a meeting is scheduled to discuss amending the rules. Mr. Lee offered to follow-up on this issue.

Mr. Weingardt asked Mr. Shepherd for detailed information on the condition of the dome and asked whether it poses a safety risk. Mr. Shepherd said they are doing what they can to try to ensure that it is not a safety risk. Ms. Contiguglia asked whether dome repair needs were considered for American Recovery and Reinvestment (ARRA) funds. Mr. Shepherd said the dome was submitted as a potential ARRA project, but was not considered. Ms. Nunnally commented on the significance of the Capitol and said it should rise to a higher level for prioritization of funding. She encouraged legislators to think about the building from that angle. Senator Bacon talked about how much the state budget is being cut -- $1.5 billion in this budget year. Senator Bacon said the state budget is in really serious condition. Ms. Contiguglia asked that the dome and the Capitol be kept in mind when the economy turns around. Committee discussion on these issues ensued.

Mr. Lee described the fund being established by the History Museum for maintenance at its new building as an interesting model to contemplate.

02:30 PM -- ADA Display

Ms. Theresa Holst, Manager of Dome Services, came to the table to talk about the monitor on the 3rd floor that displays a video tour of Mr. Brown's Attic and the dome for visitors who are unable to navigate the stairs. She explained that the DVD player is no longer working. She provided three options for repairing or replacing the unit (Attachment F).

02:36 PM -- Update on Presidential Portraits

Ms. Contiguglia provided an update on the effort to commission an artist to paint portraits of President Clinton and President Obama for the presidential portrait gallery in the 3rd floor rotunda. She explained that Ms. Jil Rosentrater of the Arts Council is leading the effort to find an artist and Representative Weissmann says he will raise money for the portraits. She told the committee that a national request for proposals was issued and 88 proposals were received. Ms. Contiguglia said the field was narrowed to 12 artists and that a group met to narrow the field further, with an eye toward finding an artist whose portraits would fit in with the current portraits. A handout containing samples of the work of the three finalists was provided (Attachment G). Ms. Contiguglia explained that the final three artisits would be interviewed after the committee meeting and she talked about the questions that would be posed to the artists. Mr. Weingardt expressed his opinion that preference should be given to Colorado artists. Ms. Rosentrater responded to a question from Senator Bacon about the price point for each of the finalists, saying the three artists all came in under $10,000.
