01:12 PM -- Recognition of Ms. Edna Pelzmann

Ms. Contiguglia read a tribute from the committee to Ms. Edna Pelzmann, Manager of Visitor Services, into the record, upon the occasion of her retirement after 14 years of service. Ms. Pelzmann thanked the committee for the tribute and for the their support for various programs over the years.

01:15 PM -- Dome Renovation Project Update

Ms. Kori Donaldson, Legislative Council Staff, updated the committee regarding the Capital Development Committee (CDC) discussion about fund-raising for the dome renovation project. Committee members received a Project Timetable for the Share in the Care Campaign, prepared by Colorado Preservation, Inc. (CPI) (Attachment A). Ms. Donaldson explained that the CDC did not spend time during the meeting discussing the timetable. Committee members also received a sample sponsorship agreement between CPI and the Colorado Education Association, prepared by CPI (Attachment B). Ms. Donaldson said that the CDC did not make a decision regarding the sponsorship agreement, rather the committee raised questions about the sponsorship policy. She said that the CDC will continue this discussion at a meeting in December. She also said that the sample sponsorship policy lists CEA as a presenting partner, but that during the CDC meeting, it was clarified that CEA will not be a presenting partner, but will be at a lower contribution level. Ms. Donaldson concluded her remarks by telling the committee that the CDC had confirmed the designation of Ms. Lisa Esgar from the Governor's Office of State Planning and Budgeting, and Ms. Georgianna Contiguglia as the Capitol Building Advisory Comittee designee to a task force to oversee fundraising for the State Capitol dome project. Furthermore, the CDC appointed Representative Jim Riesberg as their designee to the fundraising task force until its December 1, 2010, meeting. Senator Bacon further






elaborated on some of the concerns the CDC raised during its meeting regarding the sponsorship policy and how it will apply to potential sponsors. He said it is important to think through the criteria listed in the sponsorship policy in order to accept donations.

01:20 PM -- Governor's Portraits

Ms. Contiguglia said that a portrait of Governor Ritter will be added to the gallery of Governor portraits on the first floor soon. She explained that the committee does not oversee the gallery, but that the committee's guidelines direct that the portraits be hung in chronological order. Ms. Contiguglia explained that in order to make room for the new portrait, the oldest portraits will be moved from the west hall to the east hall on the first floor of the building. Mr. Lee said that Capital Complex staff will assist in hanging the portraits, but that he would like help from someone with a knowledge of art. Ms. Contiguglia suggested that he contact Jil Rosentrater from Colorado Creative Industries to see if she is available to assist. The committee discussed the challenge of moving the portraits, including the need to touch-up areas where the walls may have been damaged. Ms. Goldman said she thought that the Capitol Complex staff assisted with hanging of the portrait of Governor Owens. Mr. Nichols asked if it was possible to reorder the portraits so they don't all have to be moved, but Ms. Contiguglia explained that the committee's guidelines require that they all be moved in order to be in chronological order. Ms. Sill suggested using a hanging system. Ms. Donaldson explained that the hanging system installed in the basement rotunda for the rotating art exhibit cost several thousand dollars.

01:26 PM -- Proposed Civil War Marker

Ms. Contiguglia said she had been contacted by Scott Myers regarding the possibility of installing a sesquicentennial Civil War marker on the grounds. She asked the committee to discuss the suggested marker because Mr. Myers indicated that he will only submit the marker for consideration if the committee is interested enough. The committee looked at two photographs of other Civil War markers that Mr. Myers provided as likely models of the marker he would propose. The photographs are appended as Attachment C. Ms. Contiguglia said she thought that the marker would go near the existing Civil War sculpture. Mr. Nichols asked who would fund the marker and its installation and Ms. Contiguglia said that it would be the responsibility of Mr. Myers. Mr. Lee said that in discussions he had with Mr. Myers regarding the marker, Mr. Myers indicated that the marker would be more plaque-like than what is pictured in the photographs he provided. Ms. Donaldson said that Mr. Myers told staff that the marker would honor both Union and Confederate soldiers. Senator Bacon expressed reservations about the state honoring Confederate soldiers. He said the Colorado Territory was a member of the Union. Ms. Contiguglia asked whether the plaque could honor people that participated in the Civil War in a more generic way. Senator Bacon said that type of plaque would imply that the state was honoring those that fought against the Union of which Colorado is a member. Mr. Lee said that Mr. Myers has seen the Sand Creek Massacre plaque. Mr. Nichols and Senator Bacon continued to discuss whether the plaque should recognize soldiers who fought for the Confederacy. Ms. Contiguglia said that Mr. Myers should be asked to duplicate the design of the existing plaque and to provide some wording to address the fact that the Colorado Territory was a member of the Union during the Civil War and that the first Colorado soldiers fought for the Union. Mr. Lee said that it would be difficult to maintain the plaque if it was controversial because of the possibility of vandalism.

The committee considered an illustration of the state winter sports symbol to be added to the State Symbols and Emblems brochure. A copy of the illustration is appended as Attachment D.

01:36 PM -- Painting and Repairs in Capitol Basement

Mr. Lee explained that the wall behind the security area in the basement has been damaged because security personnel sit or lean against it. He would like to buy four-foot tall sheets of Lexan to affix to the walls behind the security area in order to protect the wall from further damage. He is hoping to make repairs to the wall and install the protective Lexan covering before the 2011 legislative session begins. Ms. Contiguglia expressed concern that Lexan can scratch and so it may need to be replaced shortly after installation. Mr. Nichols asked what the wall is made of and Mr. Lee said it is plaster drywall. Mr. Nichols suggested that Mr. Lee get frosted rather than clear Lexan because it won't show scratches as easily and so would not need to replaced as quickly. Ms. Sill asked several questions about the dimensions of the hallway where the security area is located. Mr. Lee said he has asked the security personnel not to lean on the wall, but because of their equipment and because of the narrow space, this has not been successful. Mr. Lee said he will look for frosted Lexan. Ms. Sill suggested that he consider installing padded, acoustical wall material.

01:45 PM -- Other Business

Voting desk. Ms. Contiguglia told the committee that the voting desk has been installed in Mr. Brown's Attic.

Presidential portraits. Ms. Contiguglia said that the money is in hand to pay the artist for the portrait of President Obama. She also said that letters of thanks have been sent to the Clinton Library and the Mayor and Mrs. Webb.

Moon rock display. The committee discussed whether or not the moon rocks should be displayed in the building. Representative Weissmann explained that he found the moon rocks in the basement at the old Colorado History Museum. Ms. Nichols asked who owns the moon rocks and Ms. Eddins said that the plaque attached to the moon rock case reads, "People of the State of Colorado." Mr. Nichols said that the plaque would need to name to the history museum in order for the moon rocks to belong to the museum and to be displayed there permanently. He said any discussion of where to display the moon rocks must include a discussion of security and that he didn't think there should be public access to the moon rocks no matter where they are displayed. Representative Weissmann said he would like the moon rocks displayed in the State Capitol building. Ms. Contiguglia suggested that the moon rocks could be displayed outside the Governor's office. Representative Weissmann suggested that another niche in the rotunda of the Capitol be secured for the display and suggested that the committee contact companies like Lockheed Martin or Ball Aerospace to see if they would donate to help design a secure display. Ms. Contiguglia asked Ms. Eddins to make contact with some private firms to see if they would be willing to donate, and to calculate an estimate of the total cost to secure the moon rocks.

Next meeting. The committee will next meet January 21, 2011.
