Representative McFadyen called the meeting to order. A quorum was present. Representatives McFadyen and Sonnenberg, co-prime sponsors of House Bill 10-1418, discussed the merits of the bill. The bill would modify the definition of a community-based project within the context of the renewable energy portfolio standard (RPS) to mean either a project that interconnects to electric transmission or distribution facilities owned by a Colorado cooperative electric association, a municipally-owned utility, or a project owned by an organization or cooperative controlled by community residents. Representatives McFadyen and Sonnenberg responded to questions from committee members. Copies of Amendment L.002 were provided to the committee (Attachment A).
