Representative Riesberg, prime sponsor, presented House Bill 10-1402, concerning legislative authorization of a privately run fund-raising campaign using cause-related marketing for the essential restoration of the cast iron structure of the Colorado State Capitol dome. Representative Riesberg provided background on the construction of the Colorado State Capitol, as well as previous efforts to fund structural repairs to the building's dome. Representative Riesberg then discussed the importance of the dome to the state, and the benefits of creating a fund-raising campaign to repair the dome. Representative Riesberg responded to questions regarding the definition of the phrase "cause-related marketing," and explained how money will be raised for capitol dome repairs under the campaign authorized by the bill. Representative Riesberg then discussed the time frame for fund-raising under the bill, and the benefits to both private enterprises and the state that will accrue due to the fund-raising campaign. Representative Riesberg responded to questions regarding the use of State Historical Fund moneys after the two-year term of the fund-raising campaign has ended, and the potential for the public to perceive preferential treatment by state government of private entities that contribute to the fund-raising efforts.

Mr. James Hare, representing Colorado Preservation, Inc., testified in favor of the bill. Mr. Hare discussed the mission and work of his organization, and explained how it relates to the bill. Mr. Hare also provided background on efforts to raise money for Capitol dome renovations, and explained how the fund-raising campaign authorized by the bill was selected as the chosen method for raising such funding. Mr. Hare also discussed the hiring of the cause-marketing firm for the campaign. Discussion ensued regarding the ability to continue to access more traditional funding sources for dome repair under the bill, including State Historical Fund moneys. Mr. Hare responded to questions regarding the history of Colorado Preservation, Inc. and its source of funding. Discussion followed regarding how the fund-raising money will be collected and audited under the bill, and whether Article X, Section 20 of the State Constitution applies to the fund-raising campaign.

Mr. Turner read a statement from Ms. Georgia Contiguglia, chair of the Capitol Building Advisory Committee. Mr. Turner explained how the fund-raising campaign would operate under the bill, and provided clarification on a past grant offered from the State Historical Fund to Capitol dome restoration efforts. Mr. Turner responded to questions regarding the source of funding for the State Historical Fund, and the fund's annual budget. Mr. Turner responded to further questions regarding the types of entities that apply for grants from the State Historical Fund, and the criteria for being eligible for grants. Discussion followed regarding the financial arrangements associated with allowing Colorado Preservation, Inc. to engage in fund-raising efforts to repair the Capitol dome.
