Representative Fischer called the conference committee to order. He discussed the difference between the reengrossed and the rerevised versions of the bill stating that the primary difference is in the composition of the task force. He stated that there was some concern with regard to the number of legislators appointed to the task force. After some discussion, committee members agreed to accede to the rerevised version of the bill with additional amendments. The committee agreed that the task force would be comprised of 4 members of the General Assembly, 2 from each house with no more than 3 members of the same political party. Representative Fischer stated that the total number of members on the task force would be 16.

Committee members further discussed the composition of the task force. Senator Schwartz stated that the Senate was concerned with the size of the task force at 19 members. She stated that during the Senate committee hearing on the bill, the Senate eliminated four members from the task force. There was further discussion regarding the make up of the task force. Senator Schwartz stated that the intention of the bill is to bring together all the relevant stakeholderse and to craft model legislation. Members agreed that the House accede to the Senate amendments to the rerevised bill, with permission to make technical corrections.
