Representative Kerr called the committee to order and talked about the first report of the first conference committee CLHB1108.001 (Attachment A). He explained that the report states that the House accede to the Senate amendment made to the bill with an amendment to change the time frame of when an employer is subject to the penalties in Section 8-4-113 (1), C.R.S for a violation. The report changes the time frame from two or more violations within any twelve month period to two or more violations within any twenty-four-month period. Senator Tochtrop asked why the report goes back to the 24-month time period. Representative A. Kerr explained the reasons for the change.
