Senator Morse, prime sponsor, presented House Bill 09-1246, concerning the evaluation of driving schools attended as a result of a court order resulting from a violation of a law regulating the operation of a motor vehicle. House Bill 09-1246 was on the committee's calendar for action only. Testimony on House Bill 09-1246 was taken on April 28, 2009. Senator Morse described a proposed amendment to the bill, L.005 (Attachment A).

Senator Williams, prime sponsor, presented House Bill 09-1176, concerning the driving privilege of minor drivers, and, in connection therewith, enacting the "Kayla Sealy Demars Drivers' Safety Act." House Bill 09-1176 was on the committee's calendar for action only. Testimony on House Bill 09-1176 was taken on April 28, 2009. Senator Williams said that the bill will save lives and money, and simplify the law in this area.

12:08 PM -- House Bill 09-1347

Senator Romer, prime sponsor, presented House Bill 09-1347, concerning the issuance of a Donate Life Special License Plate.

The following persons testified in regard to House Bill 09-1347:

Heidi Heltzel, representing the American Transplant Foundation, commented on transplantation and the administration of the Colorado donor registry. She said that Colorado will be the 22nd state to adopt such a license plate if House Bill 09-1347 is enacted. She commented on the design of the proposed special license plate and on petition signatures that have been collected to support the creation of the license plate.

Robin Mitchell, representing the American Transplant Foundation, commented on the death of her son and said that she became interested in seeking a special license plate to honor her son and bring awareness to the issue of transplantation. She noted that her son had registered to be an organ and tissue donor. She said that she hopes the special license plate will help to educate the public regarding the importance of organ donation.
