Chairman Gordon reviewed the provisions of issue #19. Commissioner Gessler explained the reasoning behind forwarding the issue. Discussion ensued regarding current practice as it pertains to aligning the number of ballots cast in precincts with eligible voters. Commissioner Hobbs provided input regarding the Department of State's opinion of the issue.
