Representative Vigil, prime sponsor of Senate Bill 09-098, discussed the merits of the bill. The bill would permit dyed diesel fuel to be blended by a licensed distributor with biodiesel fuel after withdrawal at a terminal or refinery rack up to the maximum federally allowed blend and still retain its exemption from the state's special fuel tax. Representative Vigil provided copies of Amendment L.003 and handouts (Attachments D, E, and F).
