Senator Romer, chair of the conference committee on Senate Bill 09-256, concerning the financing of public schools, called the meeting to order and made opening comments. He said he would recommend that the committee adopt the rerevised version of the bill with some small amendments.

The committee was provided two handouts (Attachments A and B). Todd Herreid, Legislative Council Staff, came to the table to address the differences between the Legislative Council Staff and the Office of State Planning and Budgeting forecasts of the solvency of the State Education Fund (see Attachment A). Mr. Herreid responded to committee questions.

Carolyn Kampman, Joint Budget Committee Staff, weighed in on committee questions about General Fund growth and the State Education Fund. The committee discussed these issues with Mr. Herreid and Ms. Kampman at length.

Ms. Kampman spoke to the effect of different proposals to reduce total program funding in FY 2009-10 based on Legislative Council Staff forecasts (see Attachment B).

Senator Romer talked about the draft report before the committee, which would adopt the House version of the bill with amendments. He described the amendments and committee discussion ensued.

Nicole Myers and Julie Pelegrin, Office of Legislative Legal Services, came to the table to respond to committee questions about the proposed report. Committee members made comments to the report.

The committee discussed the action that would be taken to conform with the language on the top of page two of the proposed report. Vody Herrmann, Colorado Department of Education, came to the table to speak to the committee discussion around the recision language in the proposed amendment.

Committee members made final comments to the report. Ms. Pelegrin clarified that the language on pages five, six, and seven is conforming amendments that are new sections to the bill.
