Senator Kopp, prime sponsor, presented House Bill 09-1279, concerning abandoned motor vehicles. He said that House Bill 09-1279 addresses the towing of abandoned vehicles and noted that the industry is regulated by the Colorado Public Utilities Commission. He said that tow operators should be able to recover reasonable costs for their services. He added that the bill will provide immunity to tow operators in some situations, and addresses the notification of owners of towed vehicles.

Bobby Juchem, representing the Colorado State Patrol, supported House Bill 09-1279. He commented on the recovery of costs by tow companies and said that House Bill 09-1279 also addresses the spilling of loads by vehicles.

Rob Mooney, representing the Towing and Recovery Professionals of Colorado, commented on administration of the towing business and the recovery of costs in the towing industry.

John Connollys, representing the Towing and Recovery Professionals of Colorado, supported House Bill 09-1279.
