09:16 AM -- Prioritization of Interim Committees

Mike Mauer, Director, Legislative Council, reviewed the interim committee prioritization process and shared a memorandum with the committee (Attachment A). Members asked questions about how many could be prioritized, and about the cost to staff interim committees. Mr. Mauer stated that the legislative budget provides for up to six interim committees in the 2009 interim.

SB 09-281: Worker Safety and Injury Compensation Study Group

Senator Shaffer reviewed the provisions of Senate Bill 09-281 regarding the creation the interim committee on Pinnacol Assurance and the purpose of the interim committee. Senator Penry clarified that there are provisions in the bill other than the creation of the interim committee. Committee discussed ensued about the purpose of the interim committee.

HB 09-1064: Economic Opportunity Poverty Reduction Task Force

Representative Kefalas reviewed the provisions of House Bill 09-1064 which creates the Economic Opportunity and Poverty Reduction Task Force. Representative Weissmann asked how the task force would be funded in future fiscal years. Representative May asked if it is funded through gifts, grants, and donations. Representative Kefalas responded the task force may accept such funds.

HB 09-1343: Early Childhood and School Readiness Legislative Oversight Commission

Senator Shaffer explained House Bill 09-1343, which creates the Early Childhood and School Readiness Legislative Oversight. He noted that the commission previously existed and that the Early Childhood Caucus wanted to reconvene the commission. Senator Spence raised concerns about having three interim committees on education.

HJR 09-1017: Interim Committee on Hospice and Palliative Care

Representative Roberts reviewed the provisions of House Joint Resolution 09-1017, which creates an interim committee on hospice and palliative care. Representative Riesberg explained the cost to the state to cover health care costs at the end of a person's life. Speaker Carroll asked if the Health Care Task Force could consider this issue.

HJR 09-1020: Interim Committee on School Finance

Representative Middleton reviewed the provisions of House Joint Resolution 09-1020, which creates an interim committee on school finance interim. She noted that she will work with Senator Romer on the creation of such a committee, who also planned to introduce a resolution creating a school finance interim committee.

Representative S. Schafer reviewed the provisions of House Joint Resolution 09-1025, which creates an interim committee on school safety. Representative Stephens asked if the work of this interim committee could be included within the work of the school safety resource center.

Representative Acree reviewed the provisions of House Joint Resolution 09-1026, which creates an interim committee on the developmental disability waiting list.


10:05 AM -- State Fiscal Stability

Senator Shaffer discussed the provisions of a yet-to-be introduced resolution which would create an interim committee on the long term fiscal stability of the state.

The committee recessed until 8:30 a.m. on Tuesday, April 21, 2009, at which time the committe would decide which interim committees to prioritize for funding.
