Bryan Jameson, Policy Analyst, Colorado Department of Regulatory Agencies (DORA), Office of Policy, Research and Regulatory Reform, explained that slaughterers are licensed so the State Board of Stock Inspection Commissioners may check cattle brands, either pre- or post-slaughter, to determine ownership of the animals. He also explained the DORA sunset report recommends that the licensing of slaughterers of livestock through the Department of Agriculture expire as scheduled on July 1, 2009 and to repeal the pertinent statutes. The report also recommends that the State Board of Stock Inspection Commissioners and the Office of Brand Commissioner undergo a sunset review and potential termination on July 1, 2012, under the provisions of the sunset law. (Attachments K and L). He also responded to questions from the committee concerning the current regulatory program and DORA's recommendation to require a sunset review of the State Board of Stock Inspection Commissioners.

MOTION:Moved to strike sections 3 through 5 of the draft bill that would require the State Board of Stock Inspection Commissioners and the Office of Brand Commissioner to undergo a sunset review and potential termination on July 1, 2012; and to add provisions to Title 35 to allow the State Board of Stock Inspection Commissioners to check cattle brands, either pre- or post-slaughter, to determine ownership of the animals. The authority for these inspections would otherwise expire with Article 11 of Title 12. The motion passed on a vote of 5 to 0.
