Senator Williams, Chair, called the meeting to order.

12:01 PM -- House Bill 09-1357

Senator Schwartz, prime sponsor, presented House Bill 09-1357, concerning a requirement that campaign finance reports required to be filed with the county clerk and recorder be filed with the Secretary of State. She said that the bill will serve the citizens of the state well, and improve the campaign finance on-line filing system in Colorado.

The following persons testified in regard to House Bill 09-1357:

Bernie Buescher, Secretary of State, commented on the filing of campaign reports locally by candidates. He noted that the current process can be burdensome on county clerks, and said that the bill will allow the consolidation of this campaign finance filing requirement at the Secretary of State's office. He noted that the bill passed out of the House of Representatives unanimously, and added that this statutory change can only be made in a non-General Election year. He said that cost savings in the bill are primarily at the county level.

12:09 PM -- Pam Anderson, representing the Colorado County Clerks Association, supported House Bill 09-1357. She commented on the fiscal impact of the bill on county governments.
