Senator Isgar welcomed the appointments to the Groundwater Commission and invited them to describe their qualifications and interest in serving on the commission (Attachment A).

Dick Wolfe, Director of the Ground Water Commission, described the membership requirements for the Ground Water Commission and spoke in favor of the appointments to the commission. The Ground Water Commission consists of twelve members, nine appointed by the Governor and confirmed by the Senate. The commission includes six members who are resident agriculturists of designated ground water basins, with no more than two resident agriculturists from the same ground water basin to be members of the commission at the same time; one member who shall be a resident agriculturist and who shall be appointed from water division 3; and two residents of the state who shall represent municipal or industrial water users of the state, one of whom shall be appointed from the area west of the continental divide. In addition to the appointed members, the Executive Director of the Department of Natural Resources shall be a voting member, and the State Engineer, and the Director of the Colorado Water Conservation Board shall be nonvoting members of the commission.

Dennis W. Coryell of Burlington, Colorado, reappointed, to serve as a resident agriculturist from the Northern High Plains Basin, described his qualifications and interest in serving on the commission.

Douglas L. Shriver of Monte Vista, Colorado, appointed, to serve as a representative from Division 3, described his qualifications and interest in serving on the commission.

Larry W. Clever of Grand Junction, Colorado, reappointed, to serve as a representative of municipal or industrial water users of the state, and who resides west of the continental divide, described his qualifications and interest in serving on the commission.

George H. Schubert of Calhan, Colorado, appointed, to serve as a resident agriculturist from the Upper Big Sandy Basin, described his qualifications and interest in serving on the commission.

Charles "Max" Smith of Walsh, Colorado, reappointed, to serve as a resident agriculturist from the Southern High Plains Basin, explained that he is the current Chair of the Ground Water Commission and he described his qualifications and interest in serving on the commission.

Mr. Shriver responded to questions about the formation of the Subdistricts of the Rio Grande Water Conservation District, and explained that the Ground Water Commission will not regulate ground water use in the proposed subdistrict.

Mr. Wolfe described the provisions of House Bill 09-1159 concerning nonresident board members of groundwater management districts. This bill is tentatively scheduled for a hearing in the Senate Agriculture and Natural Resources Committee on February 26, 2009.
