01:38 PM -- Solar Panel Project Update

Jennifer Hampton from the Governor's Energy Office and Lance Shepherd from the Office of the State Architect described changes made to the solar panel display that will be housed in Mr. Brown's Attic. The committee considered the display and made recommendations at its February 20, 2009, meeting. The committee viewed the slides that comprise the proposed display, made suggestions, and asked questions about the text on the slides.

Because a quorum of the committee was not in attendance, a vote on the acceptance of the display was delayed until Representative Weissmann arrived.

01:51 PM -- Memorials and Art Publication

Mr. Hite provided background information on the "Memorials and Art In and Around the Colorado State Capitol" publication (Attachment A). He suggested that the publication should be updated and that pictures should be taken of some, if not all, of the items listed. The committee discussed how the task might be accomplished. Ms. Contiguglia suggested that a student from the Art Institute might be willing to assist with the photographs.

02:00 PM -- Solar Panel Project Update

Representative Weissmann joined the meeting, making a quorum present, so the committee returned to its discussion of whether to approve the updated solar panel display.

02:03 PM -- Funding for Obama Portrait

Representative Weissmann said he and Ms. Nunnally had met with the Senate President to discuss raising funds to commission a portrait of President Obama for the third floor rotunda gallery. Representative Weissmann suggested that the committee explore issuing an RFP for an artist to paint the portrait. He proposed that a selection committee, which would include the Senate President and the Speaker of the House, be formed to choose an artist. The committee discussed how this might be accomplished, with conversation around whether the Colorado Council on the Arts might be able to assist. Ms. Contiguglia agreed to contact the Council.

02:07 PM -- Update on Status of the Clinton Portrait

Representative Weissmann said he is still working on a last ditch effort to keep the portrait, which is on loan from the Clinton Library, but said it is likely that the portrait will have to be returned in the near future. He suggested that the RFP process proposed for commissioning the Obama portrait could be used for a new Clinton portrait as well.

02:09 PM -- Update on Repairs to the Basement Interactive Display

Representative Weissmann reported that he met with Michael Adams, the director of Legislative Information Services (LIS), and LIS will be taking over the maintenance of the display.

02:11 PM -- Quilt Show Update

Ms. Contiguglia provided committee members with a copy of the draft memorandum of understanding (MOU) with the Colorado Quilting Council (Attachment B). She reported that Frank Lombardi met with the Quilt Council and the Freeman Company and feels comfortable with the understanding they reached. Ms. Contiguglia said the MOU spells out who will pay for any damage incurred in the course of the quilt show. Ms. Contiguglia responded to committee questions.


02:18 PM -- Capitol Lighting Project Update

Mr. Shepherd said the Capitol lighting project is being re-evaluated and the scope reduced. He said only the outside lighting and the dimmers for the House Chambers, Senate Chambers, and the Old Supreme Court Chambers would be addressed at this time. He responded to committee questions. Ms. Contiguglia asked Mr. Shepherd to report back to the committee at its next meeting to regarding the reduced scope of the project.

02:21 PM -- Basement Rotunda Art Exhibit Update

Ms. Contiguglia reported that the hanging system for the art display in the basement rotunda will be installed in May and the first exhibition will be installed in June.

02:22 PM -- Enos Mills Statue Fundraising Effort

Ms. Contiguglia reminded the committee that the committee accepted a sculpture of Enos Mills to be placed in the sculpture park between Lincoln and Broadway and 14th and Colfax. She provided background information about fundraising efforts related to the statue. Ms. Contiguglia told the committee about a letter sent to the Sierra Club (Attachment C) and about the meeting she and Senator Bacon had with a Sierra Club representative. Ms. Contiguglia said she would arrange meetings with Senator Bacon with the other organizations suggested by the Sierra Club, including the Colorado Environmental Coalition, Colorado Conservation Voters, and the Alliance for Sustainable Growth. Ms. Contiguglia described the donation plan she prepared (Attachment D). The committee discussed whether the committee should raise funds, and a suggestion was made that the committee accept pledges but not funds. Ms. Contiguglia requested that the committee discuss this item further at its May meeting and decide whether to accept pledges or funds.

02:32 PM -- Letter to CDC Regarding the Condition of the Dome

Ms. Contiguglia referred the committee to a copy of a letter sent to the Capital Development Committee regarding the condition of the dome (Attachment E). Committee discussion of the condition of the dome ensued, with Mr. Nichols explaining that the Office of the State Architect has put in a request for federal stimulus moneys for needed repairs. Mr. Shepherd said the dome is the top priority among the projects submitted to the Office of State Planning and Budgeting (OSPB) for federal stimulus dollars. Mr. Shepherd agreed to provide further information on the requests submitted to the OSPB. Mr. Shepherd talked to the committee about the scope of the dome project, saying $11.6 million is the current estimate, which includes replacement of all fasteners. Ms. Contiguglia said she would revise the letter sent to the CDC and send it to the OSPB.

Mr. Nichols asked about the possibility of a reception celebrating the completion of the Life Safety Project prior to the adjournment of the legislative session. Mr. Shepherd said the Governor's Office will issue a proclamation acknowledging the project's successful completion. Mr. Nichols offered to speak with Larry Freedberg about holding an event.
