Senator Penry, sponsor of House Bill 09-1046, presented the bill. The bill makes changes to assessments under the Postsecondary and Workforce Readiness Assessments Pilot Program as follows: it provides that assessments are no longer required to be given in only the spring semester and it allows districts to require the assessment vendor to provide assessment results directly to the Colorado Department of Education (CDE).
Senator Penry explained that the bill was brought to him by the CDE to provide more flexibility.
He responded to committee questions.

01:58 PM -- Holly Baker, CDE, testified in support of the bill. She said the bill is a clean-up, making a couple of technical changes that will allow the CDE to meet the spirit and intent of Senate Bill 08-212.
