Senator Spence, prime sponsor, presented House Bill 09-1112, concerning information provided to the staff of the Legislative Council in connection with the preparation of fiscal notes for legislative measures. She noted that House Bill 09-1112 codifies current practice for the drafting of fiscal notes and said that the bill addresses the accountability of departments in responding to requests for information from the Legislative Council Staff. She commented on potential sanctions for violation of the provisions of House Bill 09-1112.

Janis Baron, representing the Legislative Council Staff, said that joint rules address the preparation of fiscal notes. She noted that the rules do not address the role of state agencies in the process. She said that the process of developing fiscal notes has evolved over the last 20 years. She added that the codification of the fiscal note process may enhance the level of participation of state agencies in providing information for fiscal notes.
