The committee was called to order. A quorum was present. Representative Bradford, prime sponsor, presented House Bill 09-1018, concerning the removal of obsolete language in statutory provisions implementing the statewide voter registration and election system for purposes of compliance with the federal "Help America Vote Act." The committee referred the bill to the Committee of the Whole at its January 22nd meeting, and the bill was subsequently rereferred to the committee. Representative Bradford provided background on previous action taken on the bill. Committee members received a hand-out explaining the election rules relevant to the bill (Attachment A). Representative Todd explained the contents of Attachment A. Discussion ensued regarding the proper course of action for referring the bill to the Committee of the Whole with the same amendment that was attached on January 22nd.
