02:53 PM -- Senate Bill 09-104


Representative Gagliardi presented Senate Bill 09-104, which requires county human service agencies to provide a birth certificate and social security card to a youth planning on emancipating from foster care. Representative Gagliardi stated that it is vital for emancipating youth to have identification. She provided several circumstances in which a youth would need to present their birth certificate, such as obtaining identification, or opening up a bank account.

02:57 PM -- Kendall Rames, Urban Peak, testified in support of the bill. She explained that in order to receive identification, an individual must present a valid birth certificate. She stated that any youth attempting to emancipate from foster care will need identification.

03:12 PM -- House Bill 09-1280


Representative Looper presented House Bill 09-1280 which was referred to the House Health and Human Services Committee from the House State, Veterans, and Military Affairs Committee. The bill directs the Department of Military and Veterans Affairs (DMVA) to apply for federal funding to operate the Youth Challenge Corps Program. The DMVA is authorized to operate the Youth Challenge Corps program, but is not obligated to do so unless sufficient funding is available. Representative Looper stated that the intent of the bill is to establish the program in order to apply for federal funding. She stated that the program will not commence until funding is available. Representative Looper stated that amendment L.004 will be offered and amends the State, Veterans, and Military Affairs committee report (Attachment B). Representative Looper played a video depicting the Youth Challenge Corps program. A article titled "Youth Challenge Offers High School Dropouts a Way to Turn Their Lives Around" was provided to the committee (Attachment C).

03:29 PM -- Walter Paul, Legislative Liaison, Department of Military and Veterans Affairs, spoke in support of the bill. Ray Dissinger, former director of the Youth Challenge Corps program, Department of Military and Veterans Affairs, spoke in support of the program. He stated that the program provides an opportunity for troubled youth. There was discussion regarding the specifics of the program. Mr. Paul stated that the program is not a boot camp, that it is strictly voluntary. He also clarified that the program is not a recruitment tool for the military.

03:54 PM -- Bob Coulson, Division of Child Welfare, and Bill Hanna, Legislative Liaison, Department of Human Services, responded to committee questions. Mr. Hanna stated that the term "at-risk" has a very specific meaning within the Division of Child Welfare. He stated that the Youth Challenge Corps program targets youth that have the potential of becoming at-risk. Mr. Hanna responded to several questions from the committee regarding the program.
