04:14 PM -- House Bill 09-1151

Representative Todd, prime sponsor, presented House Bill 09-1151 concerning designating the Department of Public Safety as the agency responsible for oversight of school building inspections. Currently, school districts and junior colleges submit construction projects to the Division of Oil and Public Safety in the Department of Labor and Employment (DOLE) for review and approval. This bill places the review and approval activities within the Division of Fire Safety in the Department of Public Safety (DPS), effective January 1, 2010. The bill creates the School Building Safety Inspection Cash Fund in the Department of Public Safety.

Peter Weir, Department of Public Safety (DPS), spoke in support of the bill. Judge Weir expressed the support of the DPS, the Governor, and the Department of the Labor and Employment for the bill. He discussed current inefficiencies in the system that would be corrected by the bill.

Mr. Klein responded to questions from the committee regarding the responsibilities of charter schools under the bill. He discussed the reasons for having the bill drafting, including the process by which stakeholders were involved. The committee discussed the possible increased efficiency.
