House Bill 09-1319 was before the committee for action only. The bill was heard, and testimony taken, on Wednesday, April 22, 2009. Senator Bacon reminded the committee that the bill was on the table as was Senator Romer's conceptual amendment, offered on April 22, that would provide that if student is free or reduced-price lunch eligible, and is within 15 credits of an associate's degree at the end of his or her fifth year in high school, the student can get a waiver in order to remain in the program for one additional semester. Senator Romer withdrew the conceptual amendment.

Senator Romer explained Amendment L.031 (Attachment C) and responded to committee questions about the amendment.

Richard Sweetman, Office of Legislative Legal Services, came to the table to speak to the amendment and respond to committee questions. Senator Williams said the amendment is a good compromise. Senator Hudak expressed concern about the amendment, saying the State Board of Education should not be making decisions about individual students. Senator Romer responded to Senator Hudak's comments, saying he would work with the drafter to refine the amendment. Committee discussion ensued.

Matt Gianneschi, representing the Governor's Office, came to the table to speak to the committee's questions around the amendment. Senator Bacon expressed concern about expansion of K-12 education to K-15. Committee discussion on this issue ensued.
