The committee chair, Representative Peniston, called the meeting to order.

11:52 AM -- Senate Bill 09-232

Representative McFadyen, prime sponsor of Senate Bill 09-232 concerning state financial assistance to finance local government capital construction projects, described the provisions of the bill. She explained that the bill was recommended by the Joint Select Committee on Job Creation and Economic Growth to create a process that authorizes state financial assistance for local capital construction projects. She explained that the reengrossed bill would transfer $17 million from the Local Government Permanent Fund to the Local Government Severance Tax Fund, but distributed Amendment L.009 that changes the transfer to the severance tax fund instead to state revenues from federal mineral leases (Attachment A).

Kevin Bommer, Colorado Municipal League, testified in support of the bill and explained that the bill was needed due to Senate Bill 08-218, which modified the direct distribution formula for severance tax and the formula used to allocate federal mineral lease revenue to local governments. Mr. Bommer distributed a handout to the committee supporting the bill (Attachment B) and discussed the changes that would be made by the prepared amendment L.009.
