The committee was called to order by the chair, Georgianna Contiguglia. As its first order of business, the committee approved the minutes of the August 21 meeting and the September 18 meeting.

09:36 AM -- Quilt Show Final Report

Ms. Karen Hadfield and Ms. Catherine Culp of the Colorado Quilting Council introduced themselves and presented the final report of the 2009 Capitol Quilt Show (Attachment A). They also provided a copy of the quilt show program (Attachment B). Ms. Hadfield played for the committee a recording of an interview with KGNU community radio related to the quilt show. The quilt show, which was installed on June 1, 2009, and dismantled on August 20, 2009, included 250 quilts and was visited by visitors from 46 states and 30 countries.

Ms. Contiguglia thanked Ms. Hadfield and Ms. Culp for their report and remarked on the beauty of the quilt show. Ms. Culp noted that a number of people who might not otherwise have come to the Capitol visited the building to view the quilt show. She thanked the committee for allowing the show in the building. Ms. Contiguglia commented that the show went smoothly and thanked Ms. Hadfield and Ms. Culp, as well as Capitol Complex Staff, for the good communication and cooperation.

Ms. Hadfield showed committee members the certificate, pin, and labels given to quilters who participated in the show. She also showed the committee a slide show of photos of the quilt show and the building that was used for publicity for the quilt show. Ms. Culp noted that the slide show may be viewed at the Colorado Quilting Council's website, www.coloradoquiltcouncil.com. Ms. Hadfield and Ms. Culp responded to questions from the committee about the quilt show and thanked the committee for its support. Ms. Contiguglia encouraged the Colorado Quilting Council to work with the committee to bring the show back to the Capitol in the future.

09:58 AM -- Replacement of Capitol Cafe Furniture

Ms. Contiguglia reminded committee members that the committee reviewed the proposed cafe furniture materials at the September 18 meeting, and had informally agreed upon a chair style and fabric scheme. She reminded the committee that the project would be funded with federal American Recovery and Reinvestment Act (ARRA) funds. Mr. Joel Pavelis, Division of Vocational Rehabilitation, Business Enterprise Program, came to the table to provide information about the program and the proposal to replace the furniture. Ms. Contiguglia noted that the committee asked at previous meetings that the number of seats be maintained at the current level so that no seating capacity would be lost. Ms. Jennifer Thomsen, Legislative Council Staff, reminded the committee that chair option S3 Option B in color scheme B was initially chosen.

Ms. Sill asked a number of questions about the funding and budget for the project and about the furniture and the durability of the fabric. Mr. Pavelis responded, saying he would provide information to Ms. Sill's questions about the furniture via email (see Attachments C, D, and E). Mr. Nichols and Ms. Sill suggested that additional furniture and/or fabric be ordered to allow for repair and replacement of any furniture that is damaged. Mr. Weingardt asked for further information about the budget for the project. Mr. Pavelis responded that the budget for the entire project is $30,000. He said the armless chairs are approximately $200 less than the arm chairs and confirmed that the budget did not allow for arm chairs. He said the price would be negotiated once there is an order to be placed. Ms. Contiguglia said that if the budget will accommodate arm chairs, that the committee requests some arm chairs be ordered. Ms. Contiguglia requested that Mr. Pavelis provide final budget information after the furniture is ordered.

Mr. Pavelis noted that the replacement and refinishing and reupholstering of the furniture would take place after the end of the 2010 legislative session.

The motion passed on a 7-1 vote, with two members absent and two excused.

10:23 AM -- Updates

Damage to rose onyx. Ms. Thomsen reported that Capitol Complex staff took photographs of the damage to the rose onyx throughout the building (a description of the location of the damage is contained in Attachment F). Ms. Contiguglia asked staff to draft a letter to Capitol Complex asking for an estimated cost of repairs and asking if the repairs might be submitted as a controlled maintenance request. Ms. Kori Donaldson, Legislative Council Staff, provided information about the process for controlled maintenance requests. Ms. Eddins said Capitol Complex suspects that the damage is being caused by the floor waxer, and had indicated to her that they would work to make sure that it does not continue to happen. Mr. Hite provided his perspective on this issue as well. Ms. Contiguglia suggested that the letter ask for an annual report from Capitol Complex on the rose onyx. Mr. Nichols suggested that the letter include a request that the waxing equipment be inspected and an be attempt made to modify it to avoid causing further damage. Senator Bacon asked that the letter request that Capitol Complex address the issue of damage to the rose onyx with the users of the waxing equipment.

Enos Mills sculpture. Ms. Contiguglia provided an update on the fundraising effort for the Enos Mills sculpture, talking about the communication with the Colorado Historical Foundation. Senator Bacon provided additional background information regarding the committee's acceptance of the sculpture. Mr. Nichols asked whether a time limit for fundraising had been considered, and also asked about the possibility of returning money to donors if the full amount is not raised. The committee discussed these issues and agreed that a set time limit is appropriate. Mr. Hite suggested that the committee's guidelines for the acceptance of donated art be revisited.

Other business. Ms. Contiguglia told the committee about an exhibit of the works of Allen Tupper True, who is the artist who painted the murals in the first floor rotunda. A brochure related to the exhibit is contained in Attachment G.

Damage to pavers. Mr. Hite asked for an update on the damages to pavers in the Capitol circle. Ms. Contiguglia provided a brief update on the letter sent to the Department of Personnel and Administration about the damage and the department's response that it would review the rules governing permits for use of the Capitol grounds and look to amend them to accommodate a remedy to the problem.

Ms. Contiguglia reminded the committee that the next scheduled meetings are November 20 and December 18. She noted that it may be unnecessary to meet on those dates and that an email update would be sent to committee members.
