Representative Apuan, prime sponsor of House Bill 09-1247, discussed the merits of the bill. The bill would require the seller of an existing residence to provide the buyer with both energy billing and usage history for the 12-month period immediately preceding the listing of the property. Representative Apuan responded to questions from committee members, and provided copies of Amendment L.002 to the committee (Attachment A).
