Senator Romer called the conference committee to order. He announced that the committee would use the first report of the first conference committee as a basis for discussion. The committee discussed the provisions of the report related to recisions of fiscal emergency restricted reserve moneys, with conversation around moving the recision date to January 29, 2010.

Committee discussion around the recision language continued, with Senator Pommer talking about the 1331 process and the legislature's prerogative to act with a bill. Committee conversation around the recision continued, with discussion about how the provisions relate to Amendment 23. Representative Massey brought up issues around school districts budgeting before knowing whether the money might be rescinded. The committee discussed Amendment 23 issues and recision issues at length.
