Senator Kopp, prime sponsor, presented House Bill 09-1039, concerning in-state tuition classification for honorably discharged military veterans, and making an appropriation therefor. He noted that the bill also provides in-state tuition to dependents of honorably discharged military veterans. He pointed out that the bill is permissive for institutions of higher education.

George Thomas, representing the United Veterans Committee of Colorado, supported House Bill 09-1039. He said that Colorado is in the lower quarter of the states in terms of benefits provided to veterans.

Kirsten Castleman, representing the University of Colorado, commented on veterans that are ineligible for in-state tuition status in Colorado, and said that the proposed amendment, L.012 (Attachment A) will address this problem.
