Senator Williams, Chair, called the meeting to order. Senator Cadman was temporarily replaced as a member of the committee by Senator Brophy. This temporary replacement affected the committee's meetings of April 1, 2009, and April 3, 2009.

01:38 PM -- House Bill 09-1015

Senator Hodge, prime sponsor, presented House Bill 09-1015, concerning certain actions taken by the designated election official in conducting primary elections. She noted that House Bill 09-1015 will allow counties to conduct mail ballot elections for primary elections and to cancel uncontested primary elections under certain conditions. She walked the committee through the provisions of the bill.

Hillary Hall, representing the Colorado County Clerks Association, supported House Bill 09-1015. She commented on the conduct of primary elections by mail ballot. She spoke of high levels of participation in mail ballot elections and the participation of unaffiliated voters in elections. She noted that the use of mail ballots will be optional for counties under House Bill 09-1015.

02:00 PM --
Rich Coolidge, representing the Colorado Secretary of State, supported House Bill 09-1015, and commented on the "extensive collaboration involved in the development of the bill." He commented further on the purposes for which moneys that are saved when an election is canceled may be expended.

02:04 PM -- Harvie Branscomb, Carbondale, representing himself, opposed House Bill 09-1015. He commented on the cost of elections and said that cost should not be a primary consideration in conducting elections. He said that election information should be readily available to the public, and commented on the role of election judges. He discussed the potential for cancellation of uncontested primary elections, and said that the money that is saved should be reserved for election purposes in the future. He commented on the potential for placing a 2011 repealer on House Bill 09-1015 to permit the bill to be enacted "as an experiment." He said that House Bill 09-1015 is a significant power transfer to county clerks.
