Senator Gibbs discussed the provisions of Senate Bill 09-013 and the previous discussion of the bill when the committee heard witness testimony. He discussed some of the concerns that arose during the previous testimony and referred to an amendment (Attachment A). Senator Schwartz discussed the specifics of the amendment.

Senator Schwartz, bill sponsor, explained the provisions of Senate Bill 09-048 and distributed a handout (Attachment B). She explained that the bill removes the audit provision from the Office of the Child's Representative (OCR).

Kerri Hunter, representing the Office of the State Auditor, spoke in support of the bill. She noted that it is a bill from the Legislative Audit Committee. She discussed that OCR is a lower risk audit and that the office has not had any major audit findings since its creation. She noted that the Legislative Audit Committee would still provide oversight through the annual state audit.

Senator Newell, bill sponsor, explained that the bill concerns the continuation of the fire service training and certification advisory board. She distributed a handout (Attachment E).

Paul Cooke, representing the State Fire Chiefs Association, spoke in support of the bill. He explained that the bill continues the advisory board for the certification program. He noted that many local fire departments rely on the certification program to ensure the competency of the firefighters.
