Janeen Mackenzie, Colorado Healthy Marriage Project, testified that the research is clear regarding factors that may influence whether a person is in poverty. The factors include educational attainment, teenage marriage, and having children before marriage. She stated that non-marital birth rates are increasing. She made reference to a recent article in Time magazine regarding healthy family foundation. She described a program in Weld County that provides birth control and counseling to teens who are sexually active.

Brad Young, Rx Plus Pharmacies, responded to previous committee questions regarding copayments on contraceptive medications. He further described how FQHCs purchase and distribute prescription drugs through pharmacies.
