Representative Sonnenberg, prime sponsor of House Bill 09-1133, discussed the merits of the bill. The bill would remove the statutorily set fee amounts for license plates, decals, and validating tabs. The bill would authorize the setting of new fees to recover license plate production costs. Representative Benefield, prime sponsor of House Bill 09-1100, discussed the merits of the bill. The bill would create an "Alive at Twenty-Five" special license plate for individuals who support the Colorado State Patrol Family Foundation. The plate would be available to applicants who pay the appropriate license fees, plus a one-time fee of $50. Representative Benefield provided a handout on the bill to the committee members (Attachment B).

Ms. Rossi provided copies of "Defensive Driving Course 4" and various materials related to youth driving education (Attachment I). Mr. Rossi stated current statistics on young drivers involved in accidents. Mr. Rossi offered suggestions for stronger requirements. Representative Green responded to Mr. Rossi's suggestions.

Ms. Sealy described an automobile accident in which her daughter lost her life, and discussed her family's efforts to encourage safe driving. Ms. Sealy asked that the committee consider strengthening the bill. Mr. Sealy further discussed his experiences due to unsafe driving.
