1:10 PM -- Capitol Building Advisory Committee Request

The committee was called to order. A quorum was present. The committee met in the Tower Room of the Health Sciences Library at the Anschutz Medical Campus. A recording of this meeting can be found on the Capital Development Committee website.

Ms. Georgianna Contiguglia, Chair, Capitol Building Advisory Committee (CBAC); Mr. James Hare, Executive Director, Colorado Preservation, Inc., and Ms. Sharon Nunnally, member, CBAC, presented two requests pertaining to the proposed renovation of the State Capitol dome, including (1) permission to apply for the 2010 Most Endangered Places List on behalf of the State Capitol dome; and (2) approval of a proposed fund-raising campaign to be spearheaded by Colorado Preservation, Inc., for restoration of the State Capitol dome. Ms. Contiguglia first reviewed the statutory responsibility of the CBAC to report to the Capital Development Committee (CDC) regarding repairs or renovations to the State Capitol building. She then reminded the committee of the current state of disrepair and corrosion of various fixtures on the dome. Finally, Ms. Contiguglia discussed the recent press coverage of the dome's deterioration.

Mr. Hare explained the mission of Colorado Preservation, Inc. to advocate for public preservation of endangered historic places. He described the Most Endangered Places program and said he sees the dome as an appropriate site to be nominated for inclusion on the 2010 list. Mr. Hare then offered the services of Colorado Preservation, Inc. to serve as the fiscal organization to facilitate a fund-raising campaign on behalf of the restoration of the State Capitol dome. He said this type of fund-raising campaign could raise the profile of his organization because it will likely lead to conversations with those not normally engaged in historic preservation efforts. Mr. Hare then reminded the committee that a proposal to include the dome on the Most Endangered Places List had been brought before them in 2008. He added that he did not want to pursue a capital campaign without prior approval from the CDC.

Ms. Nunnally spoke about the historic significance of the State Capitol building and urged the CDC to join the CBAC in its efforts to preserve the dome. She then spoke about some successful public-private partnerships in the state. Ms. Nunnally stated that she will continue to be an advocate for restoration of the dome and that she will explore all options for funding the restoration.

Ms. Contiguglia formally requested permission for the CBAC to submit an application to the 2010 Most Endangered Places List on behalf of the State Capitol dome. She also requested permission for the CBAC to cooperate with Colorado Preservation Inc. in the development a fund-raising campaign for the State Capitol Dome Renovation project. Representative Riesberg offered a summary of the prior requests to CDC for the State Capitol Dome Renovation project. Representative Riesberg then expressed his support of a fund-raising campaign that will be managed and organized by Colorado Preservation, Inc.

Mr. Hare responded to a question about how only a part of a building can be nominated for the Most Endangered Places List, and said that it is important to focus on the area of greatest need. Ms. Contiguglia added that the recently completed Capitol life-safety project addressed other areas of the building, and the dome is still a critical need. Discussion ensued about public-private partnerships in the restoration of public buildings. Mr. Hare and Ms. Contiguglia addressed a question about why the dome renovation cannot be funded from the State Historic Preservation Fund. Discussion returned to the use of public-private partnerships and the proposed fund-raising campaign. Senator Bacon expressed his strong support for the proposal and his enthusiasm for the efforts of Colorado Preservation, Inc.
