Representative Baumgardner, prime sponsor, presented SB 09-158 concerning analysis by the Department of Natural Resources of conservation programs implemented on private lands. The bill, as amended by the Senate Agriculture and Natural Resources Committee, requires the Department of Natural Resources to carry out a study of federal and state landowner conservation programs that offer monetary compensation to landowners who set aside lands or adopt specific land management strategies. The purpose of the study is to gather data and information about state and federal programs.

Terry Fankhauser, Colorado Cattlemen's Association, spoke in favor of the bill. He indicated support for provisions in the bill that would protect the confidentiality of landowner's information.
