Representative A. Kerr called the first conference committee on House Bill 08-1410 concerning a requirement that health insurance plans include coverage for colorectal cancer prevention services to order. He distributed the first report of the first conference committee on House Bill 08-1410, CLHB1240.002 (Attachment A), adopting the rerevised bill with amendments. Representative A. Kerr asked the committee or the drafter, Tom Morris, Office of Legislative Legal Services to explain line eight on page four that states "coverage shall not be subject to policy deductibles". Representative Butcher explained that it means just that; if you have a deductible, it does not apply to this coverage.

Senator Tochtrop asked the drafter a question about the ten percent limit on cost sharing. Tom Morris stated that the ten percent only applies to HMO's. There was a discussion about the deductible provision and the difference between a deductible and copayments and coinsurance.
