07:46 PM -- Conference Committee on House Bill 08-1401

The conference committee was called to order. A quorum was present. Representative Marshall explained that the report adopted and signed at the previous meeting was found to have a problem, thus the committee needed to reconsider its previous action and consider a new committee report. The committee discussed the fiscal impact of the bill as amended. Mr. Chris Ward, Legislative Council Staff, provided clarification regarding the fiscal impact of the bill. Discussion ensued regarding the process by which counties are reimbursed by the state for putting additional active voters on their rolls, and the number of voters that will become active as a result of House Bill 08-1401. Discussion followed regarding communications currently being made by counties with the electorate.

The committee discussed the effect of the new draft conference committee report (CLHB1401.003 -- Attachment C). Ms. Peg Ackerman, representing the Colorado County Clerks, clarified the reason for the state reimbursing counties for newly active voters. Discussion ensued regarding what costs the state's share of the fiscal impact cover.
