Senator Bacon introduced his bill to modify the Bioscience Discovery Evaluation Grant program by repealing provisions concerning grants to federal Small Business Innovation Research programs, Small Busines Technology Transfer programs, and biofuel research. The bill further adds early stage bioscience companies as possible recipients of program grants.

Bill Farland, Colorado State University (CSU), spoke in support of the legislation. He discussed activities of the institution regarding bioscience programs. He responded to questions from the committee regarding technology transfers and license technology. He discussed technology that CSU has been developing that would permit algae to be used to create jet fuel.

David Allen, University of Colorado, spoke in support of the legislation. He explained the process for developing intellectual property at the university and businesses that have been developed out of that process. He discussed a possible amendment that would modify the dates in the bill that would change when the bill would take effect. Mr. Allen provided a handout to the committee (Attachment A). He responded to questions from the committee about the process the univeristy has used in the past and how that process would change under the proposed legislation. Senator Wiens indicated his interest in clarifying how successful candidates receive money and the process by which recipients are chosen.

Richard Duke, Colorado Bioscience Association, spoke in support of the legislation. He discussed his experience inventing various technologies and developing companies associated with those technologies through the Bioscience Discovery Evaluation Grant program.

Senator Taylor asked about funding for the programs over the five year period. Senator Bacon indicated that the $5.5 million is the funding for each of the five years. Senator Bacon made closing comments on the merits of the bill. He provided an amendment to the committee (Attachment B).
