Representative Balmer, prime sponsor, presented House Bill 08-1003, concerning a special Congressional vacancy election for purposes of continuity in representation upon the declaration of the Speaker of the United States House of Representatives pursuant to 2 U.S.C. Sec. 8 (B). Committee members received a memorandum regarding federal requirements for special elections to fill vacancies in the U.S. House of Representatives in extraordinary circumstances, prepared by the Office of Legislative Legal Services (Attachment A). Representative Balmer explained how vacancies in Colorado's Congressional delegation would be filled in emergency situations under the bill. Discussion ensued regarding the timing of Congressional elections under the bill.
