12:24 PM -- 2007 Renewable Energy Legislation

At the invitation of Senator Romer, attending legislators introduced themselves and described their priorities concerning renewable energy and energy conservation. Representative Claire Levy explained that she is sponsoring a bill concerning energy conservation and natural gas facilities and a bill concerning local energy efficiency and building codes. Representative Randy Fischer described collaboration between Colorado State University and local business to develop and implement energy efficiency and renewable energy programs. Representative Andy Kerr explained that he and Senator Romer are sponsoring a bill to fund wind energy projects in schools.

At the invitation of Chairman Romer, members of the audience introduced themselves and described their interest in renewable energy issues.

David Beaujon, Legislative Council Staff for the Senate Select Committee on Renewable Energy, introduced himself and summarized the provisions of a memorandum concerning 2007 and 2006 renewable energy legislation (Attachment B). In 2007, 11 House bills and 5 Senate bills that have been introduced in the 2007 legislative session concerning renewable energy. As of February 16, no bill has been enacted nor postponed indefinitely. In 2006, five House bills, two Senate bills, and one Senate Concurrent Resolution were introduced concerning renewable energy. Four of these bills were signed by the Governor, one become law without the Governor's signature, two were vetoed, and one resolution was deemed postponed indefinitely.

Senator Romer described his objectives for the committee the 2007 legislative session.

Representative Rose described efforts to create a market for cellulosic ethanol that uses wood and other materials. Senator Schwartz described the importance of providing financial incentives to develop renewable energy markets. Senator Romer explained that under Senate Rule 22C allows the committee to request late bill status for legislation and he identified issues that he may request to be included in a bill.
