02:21 PM -- Update on Activities of "Cover All Kids by 2010" Coalition

Molly Markert, Executive Director of the Colorado Coalition for the Medically Underserved, gave an update on Cover All Kids 2010 and distributed a handout entitled All Colorado Kids Covered: A Roadmap to Coverage by 2010; the handout can be found at http://www.ccmu.org/pdfs/kidzblitz/FinalRoadmapComp.pdf. She explained that the coalition has 40 active members and gave a brief history of the program. Ms. Markert explained that last year it was discussed that it would be a good thing for all kids to have access to health insurance and a meeting was formed about the issue. She talked about Senate Bill 07-130, the medical home bill, and SB 07-211 which established the Advisory Committee on Covering All Children in Colorado.

Dr. Steven Federico, Cover All Kids by 2010, Colorado Children's Campaign, distributed a handout (Attachment G) and said he wanted to talk about the problem in Colorado. Dr. Federico stated that the process for enrolling these kids in CHP+ and other programs is a problem, and so is staying enrolled. He talked about a couple of policy changes he would like to see: an easier system to use and to stay on for children. He explained that enrollment for Medicaid occurs every seven months, and CHP+ every 9 months. Dr. Federico suggested a type of reminder system for open enrollment that is a set 12 months similar to employer health care. He stated that in Medicaid, for example, some families can be kicked out of the system without them even knowing. He also stressed the importance of improving ways to verify income eligibility.

Dr. Federico and Ms. Markert responded to questions about school based health care centers and suggestions for stabilizing participation in programs for children such as CHP+.
