Linda Skaflen, the Arc of Adams County, presented proposal #2, the Annual Reinvestment Plan for Services to Support Persons with Developmental Disabilities. Ms. Skaflen discussed the ways in which she uses state services and the ways in which she contributes to the state. She explained that certain funds are reverted back to the General Fund each fiscal year that were earmarked for developmental disabilities supports and services. Her proposal allows for the redirection of funds into programs such as the LIF discussed earlier. She stated that reinvestment plans are necessary in order to:

Representative Pommer explained why some reversions occur. He stated that he believes some of the reversions addressed in Ms. Skaflen's plan cannot be redirected without specific legislation. He stated that the situation is more complicated than it appears due to the 6% spending limit in TABOR. Senator Keller asked if the first two proposals could be coupled, making LIF an enterprise, which would exempt it from TABOR limits. Ms. Skaflen thought it would be worth looking at a plan like the one Senator Keller suggested. Senator Keller also discussed some ways of using federal funds. Representative Soper asked if money could be put into a reserve fund instead of being reverted. Representative Pommer stated that the JBC budgets up to the 6% limit every year and expressed concerns about federal Medicaid matching on dollars that were appropriated in a previous year.
