The committee came back to order. Mr. Todd Herreid and Mr. Josh Harwood, Economists, Legislative Council Staff, presented an overview of adult and juvenile prison and parole population projections for future years. Mr. Herreid and Mr. Harwood referenced portions of Attachment B during their presentation. Mr. Harwood discussed the reasons for increases in the youth offender population, and a program established to manage the population. Mr. Harwood responded to questions regarding the source of funds for youth corrections activities and programs and the amount of revenue the state will capture due to Referendum C's passage. Mr. Herreid discussed the growth rate for both male and female adult inmate populations, and the future adult inmate population outlook. Mr. Herreid compared the most recent growth forecast for the adult prison population with past forecasts.

Mr. Herreid explained the trends that impact future adult inmate population size. Mr. Herreid responded to questions regarding historic trends for adult inmate population growth, and the impact of an increase of higher security level inmates on the state's private prison inmate population. Discussion ensued regarding the fiscal impact of housing inmates from other states in Colorado, as well as sending prisoners from Colorado to other states for incarceration. Discussion followed regarding the impact of recent legislation on prison populations.
