Senator Andrews, sponsor, explained the provisions of the bill (see attachments A). Discussion followed about urban water policies and the potential impact of the bill.

Mayor Don Parsons, City of Northglenn, described the city's water policy and spoke in favor of the bill.

Commissioner Marie Mackenzie, Arapahoe County, spoke in support of the bill.

10:16 AM -- Commissioner Marty Flaum, Adams County, spoke in support of the bill.

Mayor Paul Tauer, City of Aurora, described water problems in Colorado and spoke in support of the bill. He said that the city does not have a position on the bill.

Mr. Mark Pifher, Colorado Springs Utilities, said that the bill raises important questions that warrant further study, such as an interim legislative study. However, the utility did not take a position on the bill.


10:35 AM -- Mr. Ralph Curtis, Rio Grande Water Conservation District said that the district's board is unanimously opposed to the bill.

Mr. Stan Cazier, Colorado Water Congress, spoke in opposition to the bill. He said that the bill attempts to address a rural-urban division among the Colorado Water Conservation Board (CWCB) members that does not exist.

Ms. Sara Duncan, Denver Water Board, spoke in opposition to the bill. She said that the CWCB's membership is meant to represent the state's water resources and not its population.

10:48 AM --
Ms. Melanie Layton, Colorado Farm Bureau, spoke in opposition to the bill because it could dilute the influence of rural Colorado in water policy decisions.

Parker Water and Sanitation District submitted a letter of support (see attachment B).
