AGRICULTURE, LIVESTOCK, AND NATURAL RESOURCES
After consideration on the merits, the Committee recommends the following:
THIS CORRECTED COMMITTEE REPORT REPLACES THE
HOUSE COMMITTEE REPORT DATED FEBRUARY 3, 2000,
and printed in the House Journal February 4, page 330
HB00-1267 be amended as follows, and as so amended, be referred to the Committee of the Whole with favorable recommendation:
Amend printed bill, page 2, line 23, before "(13),", insert "(2.5) and", and strike "is" and substitute "are";
strike line 25 and substitute the following:
"ADDITION OF THE FOLLOWING NEW SUBSECTIONS, to read:".
Page 3, strike lines 2 through 4 and substitute the following:
"(2.5) "Commercial dog breeder" means a dog breeder that transfers at least one hundred dogs per year, excluding racing greyhounds that are not intended to be companion pets.
(6.6) "Dog breeder, large scale operation" means a dog breeder that transfers at least one hundred dogs per year, excluding racing greyhounds that are not intended to be companion pets.
(6.7) "Dog breeder, small scale operation" means a dog breeder that transfers at least twenty-five but no more than ninety-nine dogs per year.".
Page 4, line 14, strike "kept." and substitute "kept for the purpose of carrying out the provisions of this act.".
Page 5, line 7, strike "small limited operation" and substitute "small scale operation";
line 14, strike "small limited operation" and substitute "small scale operation".
EDUCATION
After consideration on the merits, the Committee recommends the following:
HB00-1251 be referred to the Committee of the Whole with favorable recommendation.
HB00-1308 be postponed indefinitely.
HB00-1335 be postponed indefinitely.
HB00-1349 be amended as follows, and as so amended, be referred to the Committee on Appropriations with favorable recommendation:
Amend printed bill, page 2, line 5, strike "the effective date of this paragraph (e)" and substitute "July 1, 2004,";
after line 7, insert the following:
"(f) Prior to July 1, 2004, the department of education shall study and report to the general assembly the fiscal impact of agreements entered into pursuant to section 22-32-110 (1) (ff) or (1) (gg).";
strike lines 8 and 9 and substitute the following:
"(g) This subsection (8) is repealed, effective July 1, 2008.".
HEALTH, ENVIRONMENT, WELFARE, AND INSTITUTIONS
After consideration on the merits, the Committee recommends the following:

THIRD READING OF BILLS--FINAL PASSAGE
The following bills were considered on Third Reading. The titles were publicly read. Reading of the bill at length was dispensed with by unanimous consent.
HB00-1145 by Representative Spradley; also Senator Owen--Concerning business personal property tax, and, in connection therewith, modifying the credit against state taxes for a portion of business personal property tax paid and the administration of the credit and exempting from taxation as an item held for consumption any item of personal property that is held by a business and that was acquired by the business at a cost of no more than five hundred dollars.
